private legislation
   Legislation which applies to a section of the community rather than to the whole country. It provides specified powers to particular individuals or organisations, for example allowing a local authority or a body such as Network Rail to acquire and develop a particular tract of land. Such legislation originates in the form of a petition to Parliament by the affected body and goes through a distinctive but analogous parliamentary procedure prior to passing into law. At the committee stage, the procedure is a quasi-judicial one, with witnesses giving evidence under oath. Few such Bills are introduced and they consume only a small proportion of parliamentary time.
